It probably has to do with the fact that internal affairs' sole purpose is to investigate suspicions of lawbreaking and professional misconduct, which is the whole premise of the Candy Store. Plus he's so anal-retentive, and this seems like it's a stepping stone for him to get ahead by busting Billie's unit.

I think Hill was jealous of Billie's operation and wanted to be the head of it. So, he works his way into a position to have effect with things concerning the Candy Store, then makes Billie and her team look like they're misusing their unique position to live and act like criminals. He chose to blatantly ignore the busts they made, and to emphasize on the rules they broke in the process, so that he could in turn abuse his power and gain control of the Candy Store in the end. Which he did succeed in taking over the Candy Store at the end of 'Iced'.
Yes, I admit it, my father is a conspiracy theorist which in turn has rubbed off on me. Just a little.

Upon further exploration of your thoughts, I'd like to add he most likely has Mommy issues that need to be worked out, and he was probably taken advantage of by most (or all) of the women he has ever known. Boss included.
He is a man who wants to be, so badly, on top that he has to go down kicking and screaming and sabotaging his way to the top... That seems slightly contradictory. . . doesn't it?
